Abstract
The article analyzes the impact of world oil prices on the birth rate and migration in Russia over the past decades. Demographic policy is determined, on the one hand, by the revenues of the state budget, and, on the other, by the demand of society for an increase in the birth rate. The author substantiates the conclusion that it is necessary to use narrative explanations to understand the Russian demographic phenomenon, since explanations based solely on" big " theories are insufficient in the Russian case. An assessment of the contribution made by international and domestic migrants to the growth of the birth rate in Russia observed in recent years is given.
