Abstract
To the current situation is such that the economy of the Kyrgyzstan, which seems to be at the beginning of the 21st century, has gradually begun to recover, due to special factors such as: bureaucratic corruption, bureaucratic arbitrariness, as well as political instability again experiencing big problems. Whereas the economic strategy, policy and its implementation authority should promote integrated recovery of the real economy, finding and using effective economic and legal mechanisms, including both intensive factors, and extensive resources. But in order to not lag behind "at the end of the world-wide" for Kyrgyzstan is important for the path of innovation development. But have we any prerequisites for this development? In this article author is trying to find an answer to this question.
