Abstract
discusses the problems of scientific and academic study of the transformation of state legal institutions in conditions of digital-of the new society of the XXI century taking into account objective reasons for the changes in understanding the meaning of the concepts “state” and “law”, turn the attention of scientific research to management problems in a national and global scale, the experience of research of processes of transformation through the application of ICT in the public and legal construction and the value of the results for legal support of information security.
